A recent Romanian legislative proposal jeopardizes the lives of three million stray dogs. A previous proposal ran aground on national and international outrage. Opponents of the proposed measure argue that neutering is not only more ethical, but also more efficient. Following the first proposal, I travelled to Romania to make a documentary about everyday life in a dog shelter. This series helped me overcome my fear of dogs.
